International Institute of Atomic Security

Alignment: Neutral · International institution

Type: Intergovernmental organization assessing nuclear risk

Headquarters: Bern · Midnight Tower

The International Institute of Atomic Security gathers global information to calculate the proximity of thermonuclear war. Its assessments are expressed through the Doomsday Clock, updated hourly and used as a reference for the state of relations between the blocs.

Origins and membership

The IIAS was established at the FNC’s initiative and operates in Blue Bloc countries. Headquartered in neutral Bern, it brings together atomic scientists and geopolitical specialists from United Nations member states.

The IURR’s Atomic Academy remains independent of the Institute. The two maintain a neutral consortium through a cooperation agreement allowing them to share information and synchronize their clocks. The Academy has a permanent representative in Bern.

The Doomsday Clock

The consortium combines global data, predictive models, and geopolitical specialists’ opinions to assess crises and strategic movements. The result expresses the proximity of total war. The IIAS employs the Second-Men and establishes the apocalypse prevention protocols they must follow.

When one minute remains until Midnight, RUDOLF, an artificial intelligence created by the Institute, activates an emergency response calling the Second-Men into action.

The Second-Men are funded by the Institute and follow its emergency procedures. Even so, their true allegiance lies with the FNC and its presidency.

The Midnight Tower

The original headquarters occupies an austere brick building with three towers. The central facade publicly displays the Clock. The building hosts the Institute’s quarterly meetings and housed the Second-Men’s first base.

When one minute remains until Midnight, Bern’s alarms activate protocols directing key individuals to private shelters. The city also hosts diplomatic conferences and negotiations on the international balance. The IIAS promotes a nuclear disarmament initiative amid this surveillance and tension.
