American League of Exemplary Citizens

ALEC is the private organization that manages Everymen, and its interests are closely tied to those of the FNC: LUME and EDO are its majority investors. One of the League’s principal roles is to manage the Everymen’s public image and maintain their status as celebrities and national heroes.

Origins and organization

The League predates the founding of the FNC. It was established in the 1930s as a private gentlemen’s club lobbying for conservative social policies. During the revolution of ’35, it was absorbed by LUME and later by the FNC government, which enrolled Liberty Vance in the League as an example of an “exemplary citizen.”

During the Great War, private donations from LUME allowed the League to launch a propaganda campaign presenting Everymen as war heroes. Liberty Vance possessed real powers; many of those early heroes were propaganda figures.

With the advent of the EVERYMAN Vats, ALEC became the FNC’s principal tool for controlling the new mutant population: anyone not enrolled in the League is treated as a monster, a public threat, or a villain to be defeated.

Managing the Everymen

The League handles recruitment, training, and the creation of public identities for Everymen: stage names, uniforms, origin stories, promotional campaigns, and more. Its members appear in films, shows, and patriotic events, presenting their powers as an expression of individual merit and the opportunities offered by the Free World.

The Montevideo Disaster and subsequent investigations damaged the program’s reputation. Since then, ALEC has had to manage a more critical public and tighter restrictions on Everyman deployment.

The League oversees Spandex Diplomacy, a doctrine of deterrence and retaliation that calls Everymen into action to “save” the day. The Solaris Protocol forms part of this doctrine and is used only in extreme cases.

Institutional relationships

Alongside Nobel & Midland Chemicals, ALEC sponsors The Haven Foundation, which provides care, rehabilitation, and retirement support for Everymen whose health or personal circumstances prevent them from remaining active.
