Evolutionary Defense Office
The Evolutionary Defense Office is the privatized branch of the Columbian government dedicated to genetic mutation through radiation.
The EVERYMAN program
EDO controls the program for manufacturing and managing EVERYMAN Vats, contracting its implementation to Nobel & Midland Chemicals. These sealed chambers bombard a subject with controlled radiation to induce mutant powers. The combination of metal used, radiation intensity, and exposure time determines the abilities the subject acquires.
Under that contract, Nobel & Midland also developed EVERYMAN Capsules: heavy-metal spheres that release a controlled burst of radiation when bitten, capable of inducing a temporary mutation.
The existence, effectiveness, and survival rate of the Vats, along with the use of capsules by the FNC military, are highly classified information.
Development and technical support
With each presidency, the FNC’s new cabinet drafts a contract establishing funding and budgets for the construction and management of Vats, the scope of their use, the manufacture of EVERYMAN Capsules, and mutation-related research.
Since EDO’s creation, the contract has always been awarded to Nobel & Midland Chemicals, and the budgets and powers it grants have continued to grow over the years.
Institutional relationships
EDO was created by the FNC to research and produce controlled mutant abilities. The office initially contracted Nobel & Midland to conduct the research, and the company developed the EVERYMAN Vats and Capsules. Since then, across decades and several presidencies, Nobel & Midland has remained EDO’s principal contractor and the operator of the Vats.
Although Everyman powers are its primary responsibility, EDO also oversees other projects involving the biological enhancement of human abilities.
