Brotherhood of Drillers Without Borders
Those who answer to neither bloc
Fraternité des Foreurs Sans Frontières · FSF
The Brotherhood of Drillers Without Borders presents itself as an NGO dedicated to locating, installing, and operating oil wells for companies and states. Its work combines industrial operations with a mercenary force capable of defending facilities in some of the world’s most dangerous regions.
Origins and contracts
The Brotherhood was formed by recruiting Everymen rejected by the program and putting their superhuman abilities to work in the oil industry. For more than thirty years, it has worked for FNC companies, IURR oligarchs, and Third World clients. It has operated in more than twenty countries and opened hundreds of wells.
The FSF maintains a policy of neutrality between the blocs. It accepts assignments from any source, provided the client can pay its high fees, and continues its services for the duration of the contract.
Operating and defending wells
Its teams combine expertise in drilling and extraction with combat capability. The Brotherhood can establish a profitable oil operation in inhospitable or unstable territory and defend it against forces threatening continued extraction.
Violence is a routine part of its operations. The FSF has overthrown governments to advance its clients’ business interests and defended facilities against attacks by the Hyperpowers. Major oil corporations provide part of its funding.
Personnel and capabilities
Its members include people who have undergone the EVERYMAN program’s Vats and retain their mutations but have been rejected or removed from the program. Some did not develop sufficient abilities to qualify as Everymen; others were retired because of age, psychological problems, or other reasons. The Brotherhood also recruits Vol’framin deserters, combining these abilities with its members’ technical and military experience.
Its use of personnel rejected or removed from the EVERYMAN program and unlicensed Vol’framin has caused international scandals. Any lasting impairments or limitations vary from person to person. The risks associated with their abilities and the brutality of their interventions have brought the organization under scrutiny.
