COS · Crown Overseas Service

The Crown Overseas Service protects the British Crown’s interests through foreign intelligence, counterintelligence, and covert operations. It belongs to the Blue Bloc but operates from an impoverished England dependent on the FNC. The service is in decline, and its resources no longer match its international ambitions.

The Crown and British decline

The monarchy retains effective political power within its territory and preserves imperial appearances. The prestige of its institutions and the relationships inherited from the empire coexist with the country’s economic weakness.

The Blue Bloc’s leading shipping companies are based in France. The COS retains historical networks and contacts but lacks the wealth and commercial weight needed to sustain Britain’s former reach.

Networks and operations

The service uses its diplomatic, financial, and commercial ties and contacts inherited from the empire to obtain intelligence and maintain agents abroad. These relationships are its principal resource against better-funded organizations.

Its operations encompass political and commercial espionage and the protection of Crown interests. Limited resources restrict its reach and make more ambitious projects dependent on support from other Blue Bloc services.

Relationship with the FNC

The COS cooperates with Columbian services from a position of dependence. It can contribute sources, expertise, and cover, but needs outside funding and capabilities to sustain operations beyond its means.

Other agencies use its offices, credentials, and contacts as cover for foreign operations. This cooperation keeps the service active, although it reduces British control over the priorities and outcomes of joint operations.
