Diwan of External Affairs
THIRD WORLD
Diwan of External Affairs
The Diwan of External Affairs is the most powerful of the agencies defending oil interests. From the palace Leviathan Jabal Alasid, it seeks to dominate the global oil market through intelligence about those deciding concessions, contracts, prices, routes, and supplies.
Objectives and scope
The agency serves the palace’s interests and seeks to make governments, companies, and intermediaries dependent on its agreements. Its ambition extends from extraction to transport and marketing, but it has not achieved absolute control of the market.
The FNC’s MIPC and the IURR’s Directorate of Strategic Reserves oppose the Diwan’s attempts to impose its terms. The interests of producers, buyers, and powers force the agency to negotiate and compete continually.
Hospitality and intelligence
The Jabal Alasid hosts the most exclusive and wildest parties on the planet. An invitation provides access to a world of luxury, excess, and private encounters among people able to influence economic and political decisions.
The Diwan uses these visits to learn ambitions, discover weaknesses, and cultivate loyalties. Surveillance of guests and compromising situations provide intelligence and blackmail material. Favors, corruption, and personal pressure turn that information into specific contracts and decisions.
Foreign operations
Its emissaries influence oil companies, governments, ports, and maritime routes. They negotiate concessions, supplies, weapons, and protection while intelligence networks maintain relationships with those who can facilitate or block each agreement.
The Diwan can finance allies, encourage supply disruptions, or sabotage rival oil operations. Its principal resource remains its knowledge of the people who control the business. The Leviathan’s constant movement, with its enormous fuel consumption, demonstrates the oil wealth backing the palace.
